Call Forums Indonesia Sejahtera (FIS) on Regional Autonomy System Completion
In connection with the development issues and the discourse about the possibility of perfecting the system of regional autonomy that GOVERNOR NOT CHOSEN PEOPLE THROUGH THE ELECTION AGAIN, that GOVERNOR WILL BE CHOSEN / APPOINTED DIRECTLY BY THE PRESIDENT WILL BE CHOSEN or parliament PROVINCIAL GOVERNOR.
We, the Forum Indonesia Sejahtera (FIS) believes the two issues and the discourse is still NOT SOLVE THE PROBLEM ROOT, even more likely to worsen, because PROBLEMS OF REGIONAL AUTONOMY who often complained publicly and many media revealed, most of the district.
For the passage of local governance that is democratic, transparent, effective and accountable, we urge the Government and Parliament, in order to quickly create new legislation which in essence, LIFT REGIONAL AUTONOMY DISTRICTS and enforce REGIONAL AUTONOMY ONLY IN PROVINCIAL AND CITY INDEPENDENT
FIS opinion,
1. The root cause of regional autonomy is due to a combination of MANDULNYAkekuasaan Governor region which is divided out by the district (and town) and Regent AMOUNT power that can fully manage the territory and the cities of the region and in the capital district.
2. Location / position of the district far from the center of government danbanyaknya number of districts (373 pieces) has the potential to bring 'KING OF KINGS SMALL-'.
3. Autonomous regions obligation to support himself as far as possible, have an impact on pragmatic attitude Regent / County Government to exploit every inch of its territory, which is relatively small, as a source of further exacerbating the resulting PAD ENVIRONMENTAL DAMAGE.
4. The implementation of regional autonomy at the provincial / district / city, in its implementation presents BIAS FUNCTIONS and POWERS antaraGubernur by Regent / Mayor and Regent with the Mayor.
5. The implementation of regional autonomy at the district / city level to bring consequences to the convening of the election district 373 and 373 electoral districts plus the 87 legislative elections for legislative elections dan87 city mayors, all of which result in tersitanya TIME, MANPOWER & BUDGET STATE OF MIND and drain.
